Watch out for an announcement by California Gov. Arnold Schwarzenegger some time this month about how he expects to implement his "Hydrogen Highway" proposals as part of the blueprint for his California environmental action plan. Nothing definitive as yet, but the word is his staff is working on it. The San Francisco Chronicle reported in February, Schwarzenegger is expected to issue an executive order this month spelling out details.
